This issue will appear when a user tries to Upgrade or Uninstall Remote Desktop Manager Uninstalling Remote Desktop Manager with Windows's Program and Features will not work.
Solution
The solutions is to completely uninstall Remote Desktop Manager using the following Microsoft Tool: https://support.microsoft.com/en-us/help/17588/fix-problems-that-block-programs-from-being-installed-or-removed
If you wanted to Update your instance, you will have to reinstall Remote Desktop Manager Our uninstall process does not remove personal data or configuration.
