New-RDMRole [-Name] <string> [[-Description] <string>] [-SetRole]
 [-ForcePromptAnswer <DialogResult[]>] [<CommonParameters>]

Create a role instance. The instance has not yet been saved. Assign the result to a variable then call "Set-RDMRole $s" to save the role.
